Talking Points: Advancing Chafee & ETV Reform

Young people who experience foster care want the same things every young person wants: stability, education, work, and a real path to adulthood. Federal programs like Chafee, ETV, and extended foster care work—but they haven’t kept pace with young people’s needs or today’s costs. With targeted updates, Congress can dramatically improve outcomes for youth transitioning from foster care and strengthen the return on existing federal investments.
